
Noah Shaw
As a member of Foley Hoag's Energy & Climate practice, Noah Shaw concentrates on clean and renewable energy, energy efficiency, energy storage and transmission system project regulatory, development, contracting, acquisition and federal financial assistance matters.
Shaw previously held the position of general counsel of the New York State Energy Research and Development Authority (NYSERDA). In this role from 2014 through 2019, Shaw was a senior member of New York State’s energy team and guided policy formation and designed program structures related to New York’s Clean Energy Standard, Offshore Wind program, large-scale renewable energy credit program, the NY Green Bank, NY-Sun solar program, and programmatic and regulatory frameworks for the state's electric vehicles, community solar, energy storage, energy efficiency and related initiatives.
Before joining NYSERDA, Shaw was senior advisor to the general counsel at the US Department of Energy, where he provided legal counsel to the Office of the Secretary with respect to matters relating to the Department’s Loan Programs Office, Office of Energy Efficiency and Renewable Energy, and the Office of Nuclear Energy. He also worked directly with the Office of Management and Budget, Securities and Exchange Commission, Internal Revenue Service, Treasury Department Office of Tax Policy, Domestic Policy Council, Council on Environmental Quality, and congressional staff members.
