Kacey Wulff, MPH

Kacey Wulff is a public sector leader with over 15 years of experience advancing science, public health, and resilience policy. She most recently served as counselor to Secretary Xavier Becerra in the US Department of Health and Human Services (HHS) for science policy, global affairs, and reproductive health. In this role, she led engagement with key science agencies, advanced strategic initiatives such as the Cancer Moonshot and Women’s Health Research Initiative, and coordinated biosafety and security policy for the department.

Previously, Wulff served as chief of staff and deputy assistant secretary at the Administration for Strategic Preparedness and Response, spearheading health resilience and pandemic readiness efforts. She also played a critical role in Colorado’s COVID-19 response as senior advisor to Governor Jared Polis, uniting public health and economic recovery efforts. In addition, she helped establish Colorado’s Office of Saving People Money on Health Care, coordinating across state agencies to drive health policy reform, reduce healthcare costs, and develop innovative policy solutions to reduce health care costs.

Wulff's career spans leadership roles in state and federal government and nonprofits, including positions at the National Institutes of Health and HHS during the Obama administration. She holds a Master of Public Health in Health Policy and Ethics from the Johns Hopkins Bloomberg School of Public Health and a Bachelor of Arts in Philosophy with a minor in human biology from Stanford University. Wulff lives in Chevy Chase, Maryland with her husband, two children, dog, and a fluctuating number of fish.
